This guidance document summarizes EO12898 and articulates several principles for considering EJ under the requirements of NEPA. Information is also included on considering EJ in the following specific phases of the NEPA process -- scoping, public participation, determining the affected environment, analysis, alternatives evaluation, record of decision, and mitigation. Familiarity with this document can aid in the review of EJ analyses in EISs or EAs.
