Annotation:
This guide contains a practical approach for addressing EJ within the NEPA process. A flowchart involving 10 steps is included and described. Depending upon the site-specific conditions, a subset of the 10 steps might be appropriate. Practical examples of information sources and usage of the 10 steps are included. Briefly, the 10 steps encompass the following issues or questions:
Step 1 – NEPA scoping;
Step 2 – Is there an impact?;
Step 3 – Is the impact adverse?;
Step 4 – Map the impact footprint(s);
Step 5a – Identify the community of comparison;
Step 5b – Identify the affected census tracts;
Step 6 – Calculate and compare demographics;
Step 7 – Census tract percent less than COC percent;
Step 8 – Declare no disproportionate effect;
Step 9 – Census tract percent greater than COC percent; and
Step 10 – Document impact(s) and suggest mitigation(s).
